well to do that effect, you have to use brushes. just use a soft brush; not a hard one. i say follow my tutoial (this one: http://www.createblog.com/tuto rials/tutorial.php?id=903) up until step 8. unless you want to animate it. but first, of course, make your iamge B&W. & then add the brushes. then add some text & you're done!
